Identifying the purpose of website is the primary thing because that tells how the output of the site is going to be. This is often not given the due importance, so unless the purpose of the website is throughly analyzed its hard to decide on the web design and other factors that drive the success of the website.

Ya, very right until and unless the main goal is not clear like why the website is there can't force the traffic to follow, have to hit the PAIN of the visitors first, How would anyone be helped by the services if he/she visits the website.
